1. Club Objectives
OCPA VCD/DVD Exchange Club
will provide a non-profit VCDs/DVDs exchange services to OCPA members and their
friends. The objectives of the club are: promoting Chinese culture, enriching
entertainment/cultural live of OCPA members and friends, bringing OCPA members
and friends closer to each other.
2. Membership
All OCPA members will be
automatically qualified to participate the club once it starts to operate.
Non-OCPA members may also participate the exchange service with additional
fee charge.
3. Resources of VCDs/DVDs
OCPA board members have approved a startup fund for purchasing the newest
Chinese movies and TV series as the initial club collection.
OCPA members are encouraged to donate their own collections to the club. Only
the original copies of complete movie and entire set of TV series VCDs/DVDs are
accepted by the club for donation. Donations may be rejected by the club based
on certain considerations, such as poor uality, illegal copyright, low audience
interests, inappropriate subjects etc. For accepted donations, donors will be
entitled for certain exchange credits which they can use to borrow VCDs/DVDs
from the club's collection later (details see the section of Credit Rules).
4. VCDs/DVDs Borrowing Rules
A borrower is allowed to borrow 5 to 10 TV series episodes (depending on how
the TV series will be partitioned), and/or 1 to 3 movies at a time. The
borrower can keep the VCDs/DVDs for seven days. VCDs/DVDs that are not returned
within seven days are considered as over due. The borrower will be charged for
a late fee for each over due movie/episode (details see the section of Deposits
and Fees). The maximum over due should not exceed 14 days.
The club will provide a list of its collections, and make it available to
everyone who is interested in participate the service (an on-line catalog may
be provided later through OCPA's new web site).
The borrower should send written requests (by e-mail) to the club specifying
the titles he/she want to borrow. The club will make the requested VCDs/DVDs
available to borrowers on a first-come-first-serve base, based on the order of
requests received (an on- line equest/reservation may be provided later through
OCPA's new web site).
The borrower will be requested to sign the check-out form and check-in form
for the borrowed VCDs/DVDs.
The borrower should not make any duplicate copy of the VCDs/DVDs he/she
borrowed from the club.
5. Deposits and Fees
Each participant of the VCD/DVD exchange service is required to put a $20
initial deposit in the club. The money will later be used to cover all fees
charged to the participant when using the service. If the deposit level is
dropped to below $10, then the participant will be asked to make it up to $20
the next time he/she uses the service. If the participant decided to withdraw
from the club, the remaining of his/her deposit money will be returned.
A maintenance fee of $0.50 per movie will be charged to OCPA members for each
borrowing.
A maintenance fee of $0.25 per TV series episode will be charged to OCPA
members for each borrowing.
A maintenance fee of $0.70 per movie will be charged to non-OCPA participants
for each borrowing.
A maintenance fee of $0.35 per TV series episode will be charged to non-OCPA
participants for each borrowing.
A $0.50 of late fee will be charged for each movie which is over due for more
2 days, and a $1.00 of late fee will be charged for each movie which is over
due for more 7 days.
A $0.25 of late fee will be charged for each TV series episode which is over
due for more 2 days, and a $0.50 of late fee will be charged for each TV series
episode which is over due for more 7 days
6. Credit Rules
For each accepted movie donation, the donor is entitled to get 2 credits
which will allow he/she to borrow 1 movies or 2 TV series episodes from the
club's collection.
For each accepted TV series episode donation, the donor is entitled to get 1
credits which will allow he/she to borrow 1 TV series episode from the club's
collection.
The unused credits of a participant will stay with him/her as long as he/she
stays in the club. If a participant with unused credits requires to withdraw
from the club, then he/she will have the option of: 1) take back some of
his/her donations (can only be done by movies or/and entire TV series) and pay
all uncovered fees caused by the action; or 2) transfer his/her credits to
friends.
7. Distributing and Collecting Points
Saturday morning 8:30 - 10:30 at OCPA Sports Club basketball play location.
Sunday afternoon 3:00 -5:00 at UCF, Chinese school.
A borrower will be allowed to pass VCDs/DVDs currently in his/her possession
to the next borrower after informing the club about the transfer and confirming
that there will be no conflict with other higher priority borrowing requests.
The new borrowing will be considered to start at the current due date instead
of the transfer date. The new borrower is responsible to return the VCDs/DVDs
to the club, or he/she may also pass them to the next borrower by permission.
8. Damages and Lost
Each participant is personally responsible for the VCDs/DVDs he/she borrowed
from the club. If any damages/lost would have happened during his/her
possession, he/she should provide solutions acceptable to the club to replace
the losses.
