Upholding Equity and Inclusion: Historical Testimony of Chinese Americans in Opposition to HB 1355/SB264 in the Florida House

April 19, 2023

The coalition of Chinese Americans in Florida rallied in front of the Florida State Capitol on April 19, protesting HB 1355 and SB 264 which restrict Chinese especially Chinese Americans living in Florida from buying properties. 106 people testified to oppose the bill during the public hearing, stating its unconstitutional nature, asking for equal rights and fair housing for all immigrants, raising concerns for the safety of the Asian community. Despite their effort, the bill was passed 16-4 on the floor. The Chinese American community still hopes that the bill can be amended.

Phone call script:

  • Version A:

Hi my name is XXX, I live in XXX county of Florida. I have been living in Florida for X years. I want to raise my concern regarding HB 1355. This bill intends to violate rights of properties and business ownerships for targeted group of Florida residents of specific personal or family origins while they are legally allowed to live, work, and raise a family in Florida. This bill will hurt Florida financially because of reduced property taxes, business operation, employment, and population. I urge you to Vote NO to HB 1355.

  • Version B:

Hi my name is XXX, I live in XXX county of Florida. I have been living in Florida for X years. I want to share my fear regarding HB 1355. I am an immigrant myself and I have elders and children who just look like me. This bill will incentivize hate and crime against my daily routine, my community and my children in school. Racism and hate crime have already been a problem in the society and this bill will worsen the situation.

  • Version C:

Hi my name is XXX, I live in XXX county of Florida. I have been living in Florida for X years. I want to raise my frustration regarding HB 1355. I work here, live here, pay my fair share of taxes as resident of Florida and have done nothing wrong! Why is my fair given rights of property and business ownership is depended on where I came from. We are not the scapegoats of Chinese government. Please help me fight against HB 1355.

  • Version D:

Hi my name is XXX, I live in XXX county of Florida. I have been living in Florida for X years. I want to escalate my frustration regarding HB 1355. They are not protecting Florida but using specific ethnic group as scapegoats for their failure of protecting Florida. Targeting regular Florida residents will only achieve their personal political goals built on sacrificing Florida values and safety.

  • Version E:

Hi my name is XXX, I live in XXX county of Florida. I have been living in Florida for X years. I want to raise my concern regarding HB 1355. Nothing wrong with fighting hostilities against Florida and United States. But this bill will push people away from moving to Florida. There are many students, scholars, educators, and practitioners of many professions who are holding their visas/permit on their way to resident and citizenship. We should attract these professionals just like everyone else to live in Florida and contribute to our society and communities. Pushing them away is limiting Florida ability to thrive and prosperity.
